With a typical DSL system, nothing is permanent until you make it so. With live cd or one of the other compressed-filesystem types the only writeable places are in ramdisk, initially.
If you have a traditional type of harddrive installation, then that is the one exception. You may want to be aware that everything done in DSL development is done specifically for the compressed-type systems...the traditional harddrive installation is not very actively supported or encouraged except as a last resort for very old hardware. In your case /home/dsl is probably a good place to download your extensions, but for a typical DSL system that uses backup/restore it would not be a good place.
As an added note, if you have a traditional harddrive install, many of the packages you download do not need to be kept anyway. The only ones which will not remain installed are uci and unc packages.
