HD Install :: Localized system: Can Frugal makes it ?



Well what I understand is that frugal install's basically running dsl iso from HDD + swap & persistent user configuration, making use of the CD unnecessary. Is that right ?

But if so, how can one install new apps & actually localize them ?
I'm thinking of DSL beeing the very best choice for a guy that has an old P2 with 64MB (upgradable to 128) RAM, but guys, he doesn't read English !
How would you cope with that ? Should I go for HDD install then localization ?
