If it is a 486 DX or better it should work (it doesn't work with 486SX). With only 16 MB you probably should do a hard disk install. I haven't actually done the following, but I think it should work: Create a 60 MB ms-dos partition (leaving the rest blank) and install dos. Then follow the instructions on http://damnsmalllinux.org/wiki/index.php/Loadlin_Install and finally do a hard disk install.
what is a 486 dx?
i have 486mhz processor but no intel.
I kind of doubt that you have a 486MHz processor looking at the other specs you've provided. It's probably either a 486sx or 486dx.486dx
Download tomsrtbt (http://www.toms.net/rb/, http://www.tux.org/pub/distributions/tinylinux/tomsrtbt/), create the diskette and boot with it, and finally issue the following command to get info about your processor:
more /proc/cpuinfo
