HD Install :: Lilo Append not working

I am running DSLv2 on a HD install and no matter what I put in the append statment in /etc/lilo.conf DSL doesn't seem to read it. I am running lilo after making any changes.

I had to start SSH and FTP from bootlocal.sh because this isn't working. I also want to disable APM and ACPI and some other stuff since it's a pretty stripped down laptop.
