Apps :: Can't save dillorc e.t.c.

When i try and save dillorc, or any other file that i have edited, it seems to be read only and won't let me save changes, does anyone know what i am doing wrong?

Also as a side point anyone know how to get the cool bar that shows percentage of processor used e.t.c. back because i seem to have lost it
