how do you use dsl inside windows? I can not find it any where

This install method is called "DSL Embedded".
-You need install an emulator such as QEMU or VMWARE.
-Download the file dsl-2.4-embedded.zip from any Mirrors (The file is inside the /current folder).
-Execute the emulator specifying the dsl-2.4-embedded.img file as an argument.

using the usb jump drive inside windows is not possible? I had hoped I could use it as a portable "computer system" without rebooting into it.

When you download the DSL-embedded version it is a .zip file. You can then unzip to a USB drive and run DSL from anywhere on any Windows or Linux computer as a host.
